The Regional Health Research & Development Consortiium in Region IV were launched last July 19. 2007 at the De La Sallle Health Sciences Institute (DLSHSI). THe launch was lead by Dr. Jaime Montoya, the Executive Director of PCHRD and his staff who also conducted an orientation meeting for the participants. The DLSHSI through its Research Division (Angelo King Medical Research Center), represented by Dr. Melchor Frias, the Vice Chancellor for Research, was designated as convenor of the consortium.

The launch and orientation meeting was attended by representatives from the following institutions:

4. University of Perpetual Help - Laguna
5. Batangas Regional Hospital
6. Commission on Higher Education - IV (CHED-IV)
7. Center for Health Development-IVA (CHD-IV-A)
8. Center for Health Development-IVB (CHD-IV-B)
9. Department of Science & Technology IV-A (DOST-IV-A)
10. De La Salle Health Sciences Institute
